The letter recognises the steps forward taken by the World Bank by accepting the principle that all Bank information should be available to the public unless it falls within the scope of the regime of exceptions.

However, the undersigned are asking the bank to consider a revision of the regime of exemptions, to recommend explicit commitments to disclose specific drafts and ensure translation of key documents. The letter also reiterates support and expectations for a robust implementation and monitoring of the new disclosure norms.

Taking advantage of the second opportunity within the policy revision process, Bankwatch, Counter Balance and the Global Transparency Inititative submitted new commments and recommendations for the EIB's Transparency Policy.

The EIB is considering approval of the loan for Ukrenergo for the South Ukraine Transmission Project. Bankwatch member group NECU, as well as other concerned NGOs and individuals, have deep misgivings about the unexpected rush of the EIB in considering this project when currently its environmental impact assessment process is still ongoing according to EBRD and Ukrainian procedures, it is still far from being positively completed.
